ConocoPhillips Alaska, Inc. (CPAI) is pleased to submit permit applications for the CD5 Satellite Development Project.   The attached binder includes a Project Description including project drawings, and the following tabs:

 

  • Corps 404 – Corps of Engineers permit application, draft Record of Decision with 404(b)(1) analysis, and Corps’ Review Comments (table of information requests) and CPAI responses
  • USCG Bridge – Coast Guard application for bridge permit for Nigliq Channel bridge
  • USFWS LOA – Letter of Authorization request to U.S. Fish & Wildlife Service for incidental take of polar bear
  • ACMP – Coastal Project Questionnaire and Certification Statement and ACMP Consistency Analysis
  • Unit Plan Ops – DNR Division of Oil & Gas Unit Plan of Operations Application with attachments
  • Temp. Water Use Application to DNR Division of Mining, Land & Water for temporary water use
  • Land Use Application to DNR Division of Mining, Land & Water for land use on State lands, and supplemental questionnaires
  • Fish Habitat – Application to DNR Office of Habitat Management and Permitting for Fish Habitat permits
  • Air Permit – Application to ADEC for Minor Air Permit
  • Spill Plan – Application to ADEC for amendment to Alpine’s Oil Discharge Prevention and Contingency Plan
  • Cuttings Storage Request to ADEC for authorization for temporary storage of drilling waste
  • NSB Admin. – Application to North Slope Borough for Administrative Approval
  • NSB Condit. Use – Application to NSB for Conditional Use Permit for road segment outside Resource Development Zone, Economic Opportunity Plan, and Compliance with Rezone for Alpine Satellite Development letter.

 

I sincerely appreciate the input received from the permitting agencies and others throughout the planning process for this project.  Our monthly meetings in particular have been very helpful in guiding us to focus on the appropriate information necessary for processing of the permit applications.  I welcome any feedback for improving CPAI’s interactions with you for the remainder of this permitting process, and for future projects.
